Job Summary:
The nation's leading local health department seeks a motivated, dynamic Assistant Commissioner for the Bureau of Correctional Health Services (CHS) to oversee health and mental health services provided to people incarcerated in New York City jails.
The New York City Charter requires the New York City Department of Health and Mental Hygiene (DOHMH) to promote and provide health services to those in the care and custody of the Department of Correction. Through its Bureau of Correctional Health Services, the Agency provides comprehensive medical and mental health care to persons incarcerated in the City's correctional facilities.
CHS' goal is to provide high quality health care that will improve the health of incarcerated individuals and provide continuity of care for persons reentering the community from City jails. The Bureau works to improve health outcomes in communities from which patients come and to which they return by providing a community standard of medical care, including diagnosing and treating patients in jail with communicable illness, chronic disease, mental illness and substance abuse and helping to transition these individuals back to care in their communities.
The Assistant Commissioner for Correctional Health Services will report to the Deputy Commissioner of the Division of Health Care Access and Improvement, and will be responsible for strategic planning, overseeing the day-to-day operations of the bureau, supervise approximately 175 staff and manage $165 million in annual City funding for both direct service and contracts. The Assistant Commissioner must be a strong administrator with experience managing health care, contracts, and inter-agency activities, and must be comfortable working in a correctional setting.
Specific responsibilities include:
-- Setting measurable goals and objectives and working closely with senior bureau management and contractors to ensure health care quality and compliance.
-- Contract monitoring of City's multi-million dollar contract for health, mental health and dental services.
-- Collaborating with other Division staff to implement health information technology, including the eClinicalWorks electronic health record system in all City jails.
-- Representing the agency in meetings with contractors, hospitals, other government agencies, oversight agencies and community groups.
-- Complying with all required standards and legal agreements including discharge planning for mentally ill patients in City jails.
-- Coordinating with the Department of Correction, Health and Hospitals Corporation, and other City agencies serving patients in City jails; and disseminating information about the New York City Correctional Health Services model and outcomes at the local, state and federal levels, including publishing in the public health and correctional literature.
Preferred Skills
Strong organizational and leadership abilities; minimum of 5 years of administrative and supervisory experience; excellent interpersonal and supervisory skills; ability to manage multiple priorities and motivate staff; ability to work well and communicate effectively; clinical experience is preferred.
Experience Required:
1. Possession of a valid license to practice medicine in the State of New York plus valid Board Certification issued by the appropriate American Specialty Board in an approved medical specialty; and four years of medical practice including one
year of experience in an administrative or supervisory capacity; or
2. A combination of education and/or experience equivalent to that listed in (1) above. However, all candidates must have a valid license to practice medicine in the State of New York, and one year of medical practice in an administrative or supervisory capacity.
