Manager of Data Base Services
The Maryland Motor Vehicle Administration (MVA) is seeking qualified candidates for the position of Data Base Specialist Manager. This position will be responsible for managing software development, design, deployment and support for MVA databases. These duties include but are not limited to: conducting capacity planning to accommodate MVA record growth; ensuring data base maintenance tasks are performed; preparing statistical reports; reviewing requests for information services and consulting with system users to clarify objectives and determine the feasibility; developing and implementing new revised information services systems and policies, procedures and standards; approving completed information services, data base implementations and data warehousing applications for correctness, completeness and adherence to policies and procedures; developing work plans and deadlines and monitors the progress of projects; and assisting with system information security. This position will directly supervise Data Base Specialist professionals.

Education: A Bachelor’s Degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in data base management systems.
Experience: One (1) year supervising staff responsible for designing, developing, implementing, maintaining and controlling data base management systems for multipurpose, multi-tasking computers.
Notes: 1. Thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in data base management systems may be substituted for the required education.
2. One additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using third generation or other generally accepted computer programming languages or maintaining and modifying operating systems for multipurpose, multi-tasking computers may be substituted for the required education.
3. Experience operating multipurpose, multi-tasking computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on multipurpose, multi-tasking computer system; or converting data from project specifications by developing program code using third generation or other generally accepted computer programming languages may be substituted for high school on a year-for-year basis.
The ideal candidate will have:
- At least 4 years supervising staff responsible for designing, developing, implementing, maintaining, and controlling data base management systems in a production environment
- Extensive experience in delivering information services for a consumer facing organization providing millions of various transactions a year
- Participant in the design, development, and rollout of a large scale multi-tier application system providing high availability mission critical services
- Proven execution in either a public or government institution with revenues of over $1Billion annually
- Experience with adhering to SAS-70, Sarbanes-Oxley, HIPPA, or DPPA rules in systems under this individual’s supervision
- Experience in growing their team to provide more than just data base management into a full information services organization
