Senior Contracts Manager (Labs/Clinical)
Description
Responsible for making significant cost saving contributions to supplies, services and capital requirements of the University of Maryland Medical System. Develops short term and long range plans that optimize supply chain management resulting in UMMS receiving the greatest value in return for it's annual expenditures. Serves as one of the driving forces for all major system acquisitions and cost containment goals. Supervises Contract Managers.
Principal Responsibilities and Tasks:
1. Manages the system contracting functions in conjunction with the director. Actively participates in system-wide MUE teams, supplier partnership discussions, awarding of system contracts, facilitating the implementation of contracts and compliance reporting after implementation.
A. Conducts supplier discussions and negotiations resulting in the awarding of system contracts for supplies, services and equipment.
B. Manages the supply expense process in order to accommodate contract opportunities, bids, negotiations, implementation and monitoring of results in a timely fashion.
C. Identifies supply, service or equipment opportunities for system contracting.
D. Communicates contract summaries and implements specifics to internal UMMS stakeholders and Supplier Community.
E. Develops system-wide reports associated with medical/surgical supplies, non-clinical supplies, capital/non-capital equipment and service agreements. Reports to include savings by facility/system, compliance and implementation specifics.
F. Develops procedures for and tools needed to successfully implement system contracts and ensure data integrity of same.
G. Conducts regular meetings with key facility/system stakeholders for purpose of implementation, transition planning and monitoring business relationships as needed.
2. Supervises Corporate Contracting Staff; directly supervises the performance of the Contract Managers.
3. Participates actively in committees/groups that manage supply/service standardization and utilization within the system.
A. Facilitates Clinical/Material Opportunity Team meetings and reports pertinent contracting opportunities.
B. Coordinates contract activity with UMMS facilities by developing relationships with the Material Management Personnel and Supplier Community.
C. Coordinates the data collection necessary for various MUE Teams to make value decisions. Presents the financial analysis appropriate to business case.
4. Lead the system's efforts in communications and provides direction for contracting both upward to senior management and outward to system facilities.
Education &; Experience:
1. Bachelor's Degree in Business Administration or related field is required. Masters Degree and certification by the National Purchasing Association of Purchasing Managers is preferred.
2. Seven years of complex, high volume supply chain experience in a large hospital or other healthcare setting. Clinical background is preferred.
Knowledge, Skills and Abilities:
1. Must have knowledge of medical/surgical supplies, non-medical/surgical supplies, capital/non-capital equipment and various service agreements.
2. Proficient with software programs (Excel, Word, Access, PowerPoint, etc.).
3. Demonstrates knowledge of Materials Management accounting processes, cost/benefit analysis, inventory control systems, healthcare supply vendors and manufacturers.
4. Excellent negotiation skills with external and internal constituencies. Thorough contract law knowledge.
