The State Employee Group Insurance Program (SEGIP) has an exciting opportunity providing customer service to state employees and their dependents, retirees, and employees of Independent Billing Units (IBUs) who are covered under state benefits.

Minimum Qualifications
State Program Admin Requirements
One (1) year of professional experience providing customer service in a call center or operations related environment or two (2) years of advanced administrative support, or paraprofessional experience.
State Program Admin Intermediate Requirements
Two (2) years of professional experience providing customer service in a call center or operations related environment or three (3) years of advanced administrative support, or paraprofessional experience.
AND
Knowledge of the coverage provisions of the various SEGIP plans, insurance articles in bargaining agreements/plans, Minnesota Statutes, federal law including Medicare, COBRA, and SEMA4 procedures sufficient to accurately respond to inquiries and resolve complaints and to communicate correct information to program participants.
Knowledge of billing processes, procedures and concepts in insurance administration, such as provider networks, claims payment processes, appeal processes, and how coverages are affected by major life events sufficient to ensure specific benefit levels.
Strong customer service skills
Effective oral and written communication working with a diverse group of individuals.
Strong administrative and organizational skills, including time and priority management, sufficient to work on several projects simultaneously in a fast-paced environment within deadlines.
Ability to administer policies, procedures, and systems while making eligibility determinations.
Ability to navigate multiple software applications, databases, as well as possessing data entry skills.
Analytical skills sufficient to research and resolve problems.
Ability to be flexible and respond effectively in a rapidly changing environment while maintaining effectiveness, productivity and regular attendance.
Ability to present complex information to users in a comprehensive style.
Ability to maintain confidentiality as it relates to private information.
Preferred Qualifications
Knowledge and experience of employer sponsored group health insurance administration.
Experience working with HR related systems or software.
Knowledge of collective bargaining agreements or plans and the ability to understand and interpret contractual language.
Knowledge of MN Government Data Practices Act and Federal HIPAA laws as they relate to insurance information.
Knowledge of employee benefits insurance plans and eligibility requirements.
PeopleSoft SEMA4 experience sufficient to understand the capabilities and be able to analyze, research, and resolve problems.
Experience working in a union environment.
Ability to perform mathematical calculations sufficient to correctly enroll individuals in billing and determine premium payments.
